Robert (Bob) Foster is the Chief Counsel of the U.S. Food and Drug Administration and a Deputy General Counsel of the U.S. Department of Health and Human Services (HHS). Previously, Mr. Foster was the chief legal officer of two bio-tech companies and a senior attorney on the U.S. Senate Health, Education, Labor, and Pensions Committee (HELP). Before HELP, Mr. Foster was an advisor to the Assistant Secretary for Preparedness and Response at HHS. He began his legal career at two AmLaw 100 law firms and has served as a judge advocate in the U.S. Army Reserve since 2014. He has a J.D. from Rutgers Law School and a B.A. from the Catholic University of America.
