Joseph Montgomery

Joseph Montgomery is the Director of the Office of Enterprise Portfolio Management. In this role, he provides oversight for the Office of Digital Transformation’s (ODT) IT portfolio, IT Governance, Finance, Acquisition, and Enterprise Licenses functions. His office’s focus is on modernizing the FDA’s IT investments and portfolio of services to alignment with enterprise transformation, resource management, and enterprise cost-savings.

Mr. Montgomery has over 28 years of experience in the IT field and has been with FDA for over 25 years. Prior to his time in ODT, Joseph served as the Director of Bioinformatics and the Associate Deputy, Chief Information Officer for Center for Biologics Evaluation and Research.

He has managed many exciting programs at FDA which produced the first electronic submissions in CBER, developed international regulatory electronic submission standards, and established the Portfolio Management Office in OIMT. Joseph has received many certifications, awards and citations but is most proud of the dedicated and talented individuals that he has had the opportunity to work with to support the FDA mission.
