Glenda Barfell


Glenda Barfell is the Assistant Commissioner for Management within the Office of Inspections and Investigations (OII). She leads the Office of Management (OM), which provides a wide range of technical and administrative operations for ORA’s employees and manages ORA’s budget formulation and execution. 

Ms. Barfell also provides executive leadership for OII’s training, education, and development opportunities for staff and to our state, local, tribal and territorial regulatory partners involved in the regulation of human and animal food products regulated by the FDA.

Prior to joining OII, Ms. Barfell a was the Head of Contracting Activity and Director of Acquisitions for the FDA, leading a nationwide contracts and grants office. She also has served in contracting officer positions at the FDA and other federal agencies. 

Ms. Barfell received a bachelor’s degree in business administration from Towson University in Maryland and earned a master’s degree in Human Resource Management from Towson. Additionally, she is a graduate of the Office of Personnel Management’s Federal Executive Institute’s Leadership for a Democratic Society Program.
