What are the Animal Food Regulatory Program Standards?

In 2011, the FDA and the Association of American Feed Control Officials (AAFCO) partnered to develop the Animal Food Regulatory Program Standards (referred to as the feed standards). The feed standards establish a uniform foundation for the design and management of states' programs responsible for the regulation of animal food. Through implementing the feed standards, a state's program will be better able to achieve and maintain programmatic improvements that help ensure the safety and integrity of the U.S. animal food supply. A state’s implementation of the feed standards also helps to ensure a uniform and consistent approach to animal food regulation among jurisdictions. The goal of the standards is to leverage resources and share common successes to build systems within state regulatory feed programs.

Is funding available to assist states in the implementation of the AFRPS?

The AFRPS Cooperative Agreement will provide funding for state feed regulatory programs that maintain a FDA animal food safety inspection contract to develop and implement the standards; develop and maintain best practices; enhance animal food safety; and better direct their regulatory activities at reducing foodborne illness attributed to animal food safety hazards in facilities that manufacture, process, pack, or hold animal food.

The intended outcome of this FOA is to advance efforts for a nationally integrated animal food safety system by assisting state feed regulatory programs to achieve and maintain full implementation of the Animal Food Regulatory Program Standards, and to provide optional funding for state feed regulatory programs to perform regulatory work and promote compliance with the Preventive Controls for Animal Food (PCAF) regulation.

How does the AFRPS program integrate with FoodSHIELD?

The AFRPS program uses the FoodSHIELD website to facilitate federal/state communication and collaboration in the development and implementation of AFRPS. All state personnel actively involved in AFRPS should register for a FoodSHIELD account and join the Feed Standards (AFRPS) Resource Center in FoodSHIELD.
