Foreword

Welcome to the FDAs Office of Acquisitions and Grants Services (OAGS) website.

Our mission is to provide procurement of goods and services, and financial assistance agreements (grants), to support FDA’s role in protecting the public health. We are committed to upholding the principles of transparency, integrity, fairness, and value in every acquisition and grant process, ensuring that taxpayer dollars are spent wisely and responsibly, and result in successful performance outcomes.

We recognize the importance of innovation and collaboration in today’s rapidly evolving marketplace. Therefore, we work diligently to foster partnerships with industry, small businesses, and other stakeholders to drive forward-thinking procurement strategies. Our goal is to create a competitive and equitable environment that encourages the participation of a diverse array of vendors, ensuring that we access the highest quality products and services at the best possible value. The philosophy of OAGS is to stimulate competition among potential awardees/recipients and to award contracts and grants on a competitive basis to the fullest degree consistent with quality, efficiency, and economy. We also strive to provide opportunities for small and disadvantaged organizations and businesses to the greatest degree possible.

Our website has been designed to provide helpful information to assist individuals and firms - - small business or otherwise - - as well as institutions, both for profit and non-profit in doing business with the Food and Drug Administration. We are also providing useful links outside of the Agency that are relevant to those wishing to conduct business with the Federal Government.

FDA Acquisition Policy and Procedures

FDA procurement activities are governed by the Federal Acquisition Regulations (FAR). These regulations are implemented and supplemented, as necessary, by the Department of Health and Human Services Acquisitions Regulations (HHSAR). FDA OAGS supplements the FAR and HHSAR with local FDA policies, such as Staff Manual Guides (SMGs); Policy and Procedure Memorandums (PPMs); and Policy Flashes (PFs).
